There are many international businessmen which have already completed company registration procedure in Lithuania  and they need a solution to formalize their business visits or long term stay in European Union. If a person is a non EU-national, most probably he will require to obtain a visa or a residence permit for a long stay purposes. Besides, some business models require  bringing foreign highly skilled employees to assist implementing know-how procedures here in local companies. And this is where we can assist. Here below we will introduce and briefly describe available business visas and residence permit options.

C-TYPE BUSINESS VISA

If you intend to visit the Republic of Lithuania for a maximum of 90 days within any 180 days period, depending on your nationality you may enter:

  • under the visa-free regime if you are subject to the visa-free regime;
  • with a valid Schengen visa if you are not covered by the visa-free regime.

In order to apply for a visa the applicant has to attend the external visa service application centre VFS Global or consular post of another Schengen State representing the Republic of Lithuania (Pakistan – Hungarian embassy, Iran – Spanish embassy, Nigeria – Belgium and French embassies, Algeria – German embassy, Benin – French embassy). This category of visa is not possile to apply or extend during your stay in Lithuania. For more information about available external visa centers please visit Ministry Of Foreign Affairs website.

For the application you will be required to provide:

  1. A mediation letter from a Lithuanian company;
  2. Travel health insurance;
  3. Flight and hotel reservations;
  4. Employment/business registration letter;
  5. Proof of financial means;
  6. There might be some different requiremetns depending on the country the person will be applying.

Visa application government fee is 90,- Eur

This category of a visa is usually issued as a short term single entry visa. You are not allowed to bring family members under this visa category. There are also options to apply for a multiple entry C-type business visa if applicant can justify multiple visit necessity to Lithuania.

D-TYPE NATIONAL VISA

D – type national visa is a multiple entry visa issued for a one year period for foreigers who have registered a new company in Lithuania and wish to start developing business. Application processing time is 14 days, The processing time may be slightly extended by the decision of the department. The applicant can submit the application for a D type national visa during his stay in Lithuania or abroad through external visa service providers VFS global. This category of a visa is not extendable for another year, therefore the applicant during one year period has to apply for a residence permit, apply for another category visa or leave the country and work remotely. Visa application requirements:

  1. The company has to be not older than 1 year since its registration date prior to application;
  2. The registered sharecapital (equity) of the company has to be not less than 28’000Eur;
  3. At least 14’000,- Eur has to be deposited into company account by the applicant;
  4. Office premises lease agreement;
  5. Accounting service agreement;
  6. Health insurance for one year period;
  7. No police clearance certificate or diploma is required;
  8. Document about sufficient means of subsistence (e. g., employment contract, bank account statement);

Application processing government fee is 140,- Eur, paid at the place by a bank card. You are not allowed to bring family members under this visa category.

BUSINESS RESIDENCE PERMIT

A company shareholder (owning at least 1/3 part of the company shares) or managing director (may not own any shares) of the company may apply for a two year temporary residence permit (further called – TRP) if they meet following requirements:

  1. Company has been actively running for at least 6 months prior to residence permit application;
  2. The registered sharecapital (equity) is not less than 28’000Eur;
  3. There are employed for a full day work at least two Lithuanian or other EU nationals, whose gross salary in total is not less than two average salaries of Lithuania (in 2025 the average salary of Lithuania is 2’223,-Eur/month gross, around 1’378,- Eur/month netto);
  4. Police clearance certificate attested with Apostile or double legalized, depending on the applicants country.

Application processing time in regular order is 3 months (government fee 160.- Eur) and in urgent order 45 days (government fee 320,- Eur). The application can be lodged abroad through external visa service provider VFS Global or during your stay in Lithuania. You are allowed to bring family members under this TRP category.

WORK PERMIT

> Regular work permit <

The person can be granted a temporary residence permit (TRP) on the basis of employment if the immigration quota for the year is not yet exhausted. For TRP extensions the quota limits are not applicable. To employ a non-EU national foreigner following requirements will apply:

  1. The hiring company has to be actively running for at least six months prior to hiring foreigners;
  2. Provide information either on the qualifications the worker possess in relation to the work to be done and work experience of at least one year in the last 3 years period in relation to the work to be done, or the monthly salary has to be paid not less than one average salary of Lithuania (in 2025 it is 2’223,- Eur/month gross);
  3. If there is no lithuanian national working in the company in the same occupation as the foreigners being hired, then the foreigner has to be paid not less than an average salary of Lithuania, otherwise he can be paid not less than a lithuanian worker for the same occupation.
  4. Police clearance certificate attested with Apostille or double legalized, depending on the country.

Any nationality applicants may apply for a work permit during their stay in Lithuania.

Through external visa service provider VFS Global abroad, only citizens of the country where the external service provider’s office is located will be able to apply for a work permit. The restriction exemption applies for highly skilled (Blue card) work permit applicants.

Application processing time under general order is 3 months (government fee 160,- Eur) and urgent order 45 days (Government fee 320,- Eur).

The TRP is issued for two years and this category work permit holders are not allowed to bring family members together.

> Highly skilled work permit (Blue card) <

The person can be granted a Blue card (TRP) on the basis of highly skilled employment which requires the applicant to have a higher education degree related with his employment occupation. There are two categories of Blue card applications:

  1. Applying for high value-added occupations, for which there is a shortage of workers in the Republic of Lithuania. Minimum qualification salary is 1,2 average salary of Lithuania;
  2. Applying for high value-added occupations, for which there is no shortage of workers in the Republic of Lithuania. Minimum qualification salary is 1,5 average salary of Lithuania;

To employ a non-EU national foreigner following requirements will apply:

  1. The hiring company has to be actively running for at least six months prior to hiring foreigners;
  2. Provide information on the higher education degree in relation to the work to be done and the monthly salary has to be paid not less than 1.2 or 1.5 average salary of Lithuania (in 2025 it is 2’223,- Eur/month gross);
  3. No police clearance certificte is required.

Any nationality applicants may apply for a highly skilled work permit during their stay in Lithuania or abroad through external visa service provider VFS global without any restrictions.

Application processing time under general order is 1 month (government fee 160,- Eur) and urgent order 15 days (Government fee 320,- Eur).

The Blue Card TRP is issued for three years and this category work permit holders are allowed to bring family members together.

EASED IMMIGRATION FOR CERTAIN NATIONALS

Citizens of Australia, Japan, United Kingdom, the United States of America, Canada, New Zealand, South Korea may obtain a residence permit (TRP) in Lithuania under eased conditions as a regular employee of the company or as a business owner.

Regular employees for TRP application have to provide:

  1. Employment agreement with the lithuanian company, the salary has to be not less than lithuanias minimal salary (in 2025 it is 1’038 Eur/month gross);
  2. No Police clearance certificate or diploma is required.

Business owners for TRP application have to provide:

  1. Employment agreement with the lithuanian company, the salary has to be not less than lithuanias minimal salary (in 2025 it is 1’038 Eur/month gross);
  2. Office lease agreement;
  3. Agreement confirming the economic commercial activities of the company;
  4. Documents supporting the entity’s economic operations and events (e.g. bank account statement, pruchase/ sale invoices or other);
  5. Financial reports of the company;
  6. Documents certifying that you are a member or the manager of the entity;
  7. No Police clearance certificate or diploma is required.

The TRP card is issued for three years and all main applicants are allowed to bring their family members. Person can apply for a residence permit during his stay in Lithuania ot thrugh external visa service provider VFS Global. Application processing time under general order is 2 months (government fee 160,- Eur) and under urgent order 1 month (government fee 320,- Eur)

BRINGING FAMILY MEMBERS

Family members of certain TRP card holders may apply for a dependent residence permit status in Lithuania. Those are spouse of the main applicant and their minor kids under 18 year old.

For the spouse application you will have to provide:

  1. Marriage certificte attested with apostille or double legalised (depending on the issuing country);
  2. Document affirming financial means during your stay. The value of subsistence funds is one minimum wage per month and those funds have to be sufficient for at least one year period. For example, bank certificate, undertaking of the spouse to ensure your sufficient subsistence funds in the Republic of Lithuania and their bank certificate or employment contract. The signature of the obligating person must be confirmed by the notary or the employee of Migration Department during the application visit;
  3. Health insurance document. This requirement is not applicable if your spouse is employed in Lithuania.

For the minor application you will have to provide:

  1. Documents affirming the family ties, attested with Apostille or double legalises (depending on the issuing country);
  2. If arriving at the place of the spouse of one of your parents, who is taking care of you, the document affirming the marriage, attested with Apostille or double legalises (depending on the issuing country);
  3. Document affirming financial means during your stay. The value of subsistence funds is half the minimum wage per month and those funds have to be sufficient for at least one year period. For example, the obligation of the parents or the spouse of one of the parents, who is taking care of you, to ensure your sufficient subsistence funds in the Republic of Lithuania and their bank certificate or employment contract. The signature of the obligating person must be confirmed by the notary or the employee of Migration Department during the application visit;
  4. Health insurance document. This requirement is not applicable if one of the parents has a temporary residence permit and is working in Lithuania.

Family members may apply for a residence permit at the same time with the main applicant and their applications will be processed at the same time. Otherwise family members may apply any time later independently from the main applicant after his TRP is approved.
